It is hard, sadly, to envision our government taking decisive action on this. Trump is trying to turn around decades of mismanagement and corruption. He doesn't have time to do it all, and insiders will fight like hell to preserve their own illicit side deals.
The telecom infrastructure vulnerabilites you mention hit close to home. AT&T and other carriers have been under pressure to audit their supply chains but the reality is Chinese components are deeply embedded in legacy infrastructure. Network security at the carrier level needs federal oversight beyond what we currently have.
I don't think it could be put any other way. In the end, we are screwed, unless miraculous action occurs to address. I've never seen that approach from private sector and won't hold my breath for the Fed. The former FBI director Wray as corrupt and UnAmerican as he is, issued this dire warning to congress on at least two occasions so I dunno what the damn hold-up is on carving them out of our systems.
